It is a tragedy that can happen anywhere around the world. Some people care less about SAFETY and the idiocracy of government officials. Some officials tend to look the other way around specially if the buidling owners are their friends or relatives. The loss of lives in Perm should had been avoided if the authorities did their jobs. It take little time to inspect the building and go after the blue print and scrutinize what materials were used and along with safety procedures. In this case fire exits, fire alarms, escape routes, and etc. There will still be a lot of tragedies that will happen but it will be too late when authorities will react. Also, people should keep inmind their safety, if the facility is found to be unsafe, stay away from it. May you have more fruitfull and long life.
