President Medvedev has said that the new Strategic Arms Reduction Treaty (START) should exclude the deployment of strategic weapons outside national borders.

Well, full marks here, I can't disagree with this one, looks a safe opening move. It sets the scene well, for a first tier of tactical nuclear weapons, to enforce a border buffer zone and European based military asset removal. Folowed by a second tier strategic exchange, as a controlled escalation if need be. It also supports efforts at non-proliferation, by locking up materials within national borders. Raisng the issues of decreasing NATO aggression in the baltic countries was also noteworthy, allowing them to reconsider, being immediately included in a nuclear buffer zone. Instead the areas could turn, subsequently into de-militarised zones, which would add further security in Europe.

Despiste the political wranglings of both the United States and Russian government officials. I know and understand that ordinary citizens of both countries want the removal of this insane weaponry from the planet. Both ordinary US and Russian citizens must bring political pressure to our elected leaders to do that. This is the 21st century, there are more urgent issues facing us as spaceship earth in which we all live. It it time for these weapons and delivery systems to pass into history. The leadership of both the US and Russia can set the world stage for other countries on this issue.
