As I understand it, the shift in the Jetstream heading into Europe from the Atlantic has trapped weather systems which bring rain to Western Europe and cause hot air from Africa to be drawn towards Eastern Europe. The same situation has apparently caused the rain in Pakistan. The reason for the shift in the Jetstream is unclear but periods of low sunspot activity and La Nina have both been suggested as possible causes. Shifts in Jetstream patterns have happened before and have caused similar blocking of weather systems.
