One thing he got wrong in the report was payment to the poor muslims and their boxes over spilling. That is called Fitrana what has to be paid by every muslim who earns enough money to the poor so that they can also enjoy EID. And the penalty for not behaving good or breaking the fast prematurely is either to fast 60 times are give food to 60 poor muslims so that they can enjoy the meal after breaking the fast at dusk (later to be done during ramazan). Two different things :)
