Russia imagines that in every sphere, special circumstance should apply to it that do not apply to anyone else. Until Russia acknowledges the fact that it is just an ordinary nation alongside other co-equal ordinary nations -- and not a particularly successful one at that, having had to re-invent itself every few generations -- the world's reactions to it will continue to baffle it. Russia's accession to the WTO is not hindered by political reasons, but because it chooses not to meet , or is unable to meet, the criteria of WTO membership.
