Yes - the article describes the situation quite well. The politicians are so obsessed with the idea of a federal "United States of Europe", they are oblivious to all else. Even the EUs own rules have been set aside when allowing entry to new member states who have not met the accession criteria or when allowing budget overspend to soar above EU limits, leading to the crisis with the Euro. Germans thought that, with the ECB located in Germany, the Euro would be a strong currency like the DM - but they forgot that they don't have fiscal control over the activities of other Euroland states.
