It’s widely believed in Iran that UN-imposed sanctions against Tehran over its nuclear program place restrictions on how aircraft can be updated, modified and repaired, says journalist Nick Davis-Jones.

It's not about Russian or US types. It is believed that sanctions prevent Iran from buying new high-quality aircrafts. The one crashed today - like all those crashed in the recent years in Iran- was an old aircraft.
If Iran is able to run a nuclear program then it is able to maintain it's planes.

This is a soviet-type aircraft and its maintenance is not dependent on the U.S.-led sanctions.
