Simple ,if a person drinks and drives and kills another person,just shoot him,soon stop idiots behind the wheel.The policy could be adopted to all people who dont abide by rules and regulations,ie murderers,drug dealers,vandals,terrorist,they intend to be no use to society anyway,why pay to keep them to carry on in they lifestyles.Oops forgot the arrested a person or persons who was taking the drug addicts of they habit,no good for business.somebody has to look after its dealers,and it seems they have officials who look after them.Anyway dont despair,the west has the same policy,looking after its crooks.

In Spain at first it was allowed 0.50 gr alcohol in blood (as drinking four beers), and now it is allowed 0.25 gr. alcohol in blodd (as drinking two beers) So, yes, to begin perhaps it could have been better for Russia establishing a limit of 0.50, and then turning to 0.25.
