The disaster at Russia’s biggest power plant, which left dozens dead, could have been prevented, according to the head of the Russian Accounts Chamber.










And this is where it all goes wrong, when the state leaves the regulation to the companies theselves. Regulation of safety is something we expect to see a strong state presence in, a presence that must come with a balanced perspective, meaning we don't want to become like the west, legislating and controlling until we reach the point of beurocratic repression. But we do want the big safety issues dealt with in a strong way, leaving the lesser issues to be dealt with through market forces. Extremes don't work, balanced judgement does, its what we expect and pay the money for. This isn't a perfect world, we will never get it all right, but it also doesn't mean we should leave it be all wrong.
