Internet still subject to degree of monopoly – Communications minister

Russia needs to reform its governing procedures to catch up with fast-changing Internet technology and set up practical regulatory mechanisms, announced Russia’s Communications Minister, Igor Shchegolev.










To be fair to the Americans, the Internet started life as a military network under the auspices of DARPA (ARPA), an agency of the US Department of Defense. It understandable that they would like to retain control. However, as discussed in the article, the ITU might be a more logical choice for the global responsibility currently held by ICANN. Of course, there is nothing to stop individual countries from "doing their thing" within their own borders or even making agreements with other countries without ICANN or the official root servers.
