This is disgrace tp Russia’s justice system. Russia cannot enter modernization project without fixing its current class based justice system. This behaviour of Russia’s new cruel elite children is similar to the conduct of the children of elite in most Latin America, ME and African dictators. This horrific misuse of justice system damages Russia in the eyes of its own people. Russia cannot be safe place for its own citizens let alone ofr foreigners if justice remains to be prerogative of the powerful and the well connected. Recently a high ranking Canadian air force officer, who piloted the Queen of England, was arrested with charges of serial raping and murder of women. I doubt he would have faced justice in Russia. http://www.thestar.com/news/ontario/article/762547

PR101, This goes on everywhere, not just in Russia, not just in Latin America, ME and Africa. It goes on in the EU, it goes on in the US. That is the truth, and yes it is a disgrace everywhere. But asking Russia to fix this, before it can 'move on' is silly, because this sort of thing is Ubiquitous across all legal systems, in all countries. Do I like it no, is it a disgrace yes, should we TRY to fix it yes. But please don't try to hold Russia to some mythical standard of stomping out every form of corruption and delinquency in society. With Freedom, comes also freedom to do bad things. With absolute control, comes the power to abuse it. So unfortunately we live in an imperfect world. This doesn't mean we give up, it just means we keep shining the light on what is bad and then go after it, and seek to reduce its occurence and impact. I know of no grand plan that ends all corruption, all suffereing, all injustice. I just know that we are evolving and thus will have the same problems as every other nation. If you have a better way, then please advise. For my advice is only to have a plan, execute it and deal with the issues that come up in a practical way. Being witout a plan is a crime, but not forseeing and countering things that are unforceable, is just life!

But asking Russia to fix this, before it can 'move on' is silly, because this sort of thing is Ubiquitous across all legal systems, in all countries. I'm sorry, but where are you from? I live in Saint Petersburg, Russia - I've seen THOUSANDS of examples of Russian elite's kids. They drive the way the want. If they are stopped by a road police officer, they'll just bribe him and continue their drive. They commit various crimes and get away with it. I wouldn't say that it happens ONLY in Russia, but tell me - wherever you're from - can you kill a person during your drive in the U.S. and get away with it - even if there are people around and different-angle cameras are recording? Can you do the same in Germany? In the UK? Somewhere else, huh? How about Anatoly Barkov, one of Lukoil's vice-presidents? A black Mercedes with a flashing blue light on the roof and a VIP inside collides head-on with a little hatchback, killing the two women in the car. The VIP — a vice president of Lukoil, Russia's largest private oil company — leaves in another car, and police blame the hatchback for swerving into oncoming traffic. There are numerous eyewitnesses that claim that it was Barkov's car that pulled into the lane of oncoming traffic. They have also claimed that police removed numerous closed-circuit cameras from the major Moscow avenue where the crash occurred. You don't have to read this. But if you're not from Russia, wake up. Me and MILLIONS of Russian people are ashamed to live here.

And I thought the USA had problems, Jesus, who's name I don't take in vain here... this girl literally plowed them down on tape, and got three years probation? I don't want to hear anyone Russian say our legal system is flawed while things like this.... can go unpunished. We have our flaws but I'd love to believe in our disjointed system, people that horribly run over people on tape would do time for manslaughter, reckless driving, driving under the influence, etc. I feel sorry for the victim in the video, she's probably right, there will never be any kind of justice for her or that poor woman she had to experience the death of.

Dmitry, I live in Rostov on Don and am fully awake. What did you really see, thousands of people paying bribes, or thousands of elite kids paying bribes. becuase the tone is colourful and exagerated, I know of a friend ;-) who paid bribes many times, even before he had cash, loads of others do too and I can tell you they are not elite by any standards, just ordinary folks getting by. Let me also let you into a little secret, expats of western countries pay the bribes too here - shhh its a secret. Maybe its because you are ashamed of our country, you see things differently! Or do you just have an issue with people with money! Also try to read what I said and not what you wanted to read, the point I made was that the fixing of this problem cannot be a full stop on other activities and that evrything has to proceed in parallel. Now let's turn to your point of the fact that this could never happen elsewhere in places like US,UK.... now I never give links, but just to wake you up a bit, rembering there are two sides to each story, decide if Kennedy was elite old chapp with Mary Jo Kopechne, or the security services with Diana or look at the cases of pedestrians mowed down by police in chases (sorry pursuits) and covered up with cameras running. Why don't you also research the case of an officer in the UK that resigned in principle over a vehicle he saw driving dangerously at speed, he stopped the vehicle, identified the driver and was warned off - a bit of HRH for you there, I could go on and on covering officers who covered a rear end shunt by a drunk officer .... but I am not interested in providing an education service. I say again cover ups happen everywhere, officers try it on everywhere, some jurisdictions have better systems to limit the amount or detect them better. But people are people and lies come from officials of all jurisdictions, and that was my point. The word in the ear of the senior police relative, DA or CPS, works wonders!

American people won't tolerate this type of behavior. Most judges do not care for asskissing. Lawyers might put on a good fight---but that is out of sheer luck not because of money. Americans are low-key thrifty people--we are not materialistic as much as people think. Even when we are rich we may look poor-- we do not give two shits what people think. That woman in the video is strange--even evil people here are not that selfish!!!!! WHO CARES ABOUT THE CAR?

This happens in America too: I was in a car accident in college. The driver, a friend of mine, ran a red light and smashed into another car. She had a history of drug use and was supposedly clean. Thank God no one was hurt but there was a tiny investigation and I’m not sure that she even got a ticket (her father was chief of police). After that she was in several other accidents, including one that left someone crippled. She was never punished. It pays to have friends in high places, no matter where you live. Certainly some countries are more (openly) corrupt than others but the rich and well connected will always receive privileges that the average person does not.

In Russia it's power;  In USA it's money.  I am in US for 20 years and I can assure you that in USA same things happen.   KGB Genral is very high title... So I am not surprised that it's happening.  Problem with Russia is that compansation is not getting payed. Talking of Russia read on: http://en.wikipedia.org/wiki/August_A._Busch_IV

I sympathies go towards all the victims of deranged rich kids throughout time. This is a very unfortunate reality that exists in every society, not only Russia. Since there have been elites in the world, they and their offspring have gotten away with so many crimes, and i don't see this ever changing. I would say all societies have been "organised" in a system that protects the elite, while ordinary citizens have to fend for themselves. Of course, some societies have more checks and balances in place than others.
