“Child pornography keepers should be penalized”

To protect children from pedophiles, it’s necessary to penalize not only on those who are distributing and producing child pornography, but also those who keep these materials, says Bertrand Bainvel from UNICEF.










I disagree. There is virtually NO commercial child pornography industry. The origin of the figure quoted can be traced to its unreliable US source and has been wholly disproved. Around 95% of what the Anglophone countries call 'child pornography' consists of NON-abusive images where no victims exist - such as clothed child-modelling images, naturist and artistic images.
It is the producers of abusive images who need to be punished. Too little is done here, and Western authorities create easy convictions for possession of the most innocuous images - eroding basic liberties and freedom of expression. Russia should not succomb to UNESCO pressure by taking this lazy and dangerous route.
