Dozens of animal rights activists have gathered in front of a Moscow government building to protest against new regulations which will allow municipal shelters to euthanize stray dogs and cats.

This is a tough one, but I'm for putting the animals down. If it's anything like Sofia, Bulgaria, those dogs are indeed capable of endangering people. I used to go out with firecrackers to scare the dogs just in case.

I have never once had a problem with a dog in Moscow aside from the time a stray gave me a dirty look for offering him a piece of beef jerky. Leave them alone. They are as Moscovite as any Moscow citizen and a visible part of the cities culture. The ones that hang around Partisanskaya station could use a weight loss program though.

Nothing to think on this - this rule should not be passed. I have lived in Moscow for 3 years and have never faced a problem with any of the strays. Killing other animals for our benefit is a sin. Dogs or any animal for that, endanger humans only when we provoke them. I dont know how many understand this.
