The Afghan capital Kabul is hosting its biggest international conference in decades as 60 nations are expected to produce an agreement on handing power back to Afghan forces by 2014.

The European charge for the Afghan exit has begun. The British government are now saying they want all British combat troops out by 2014. They are not making this retreat conditional on any properties of the local Afghan forces. The number of British casualties increases constantly. Even more disturbingly the rate at which casualties are sustained appears to be increasing as well. In a climate of an economic slump in Brittan and large cuts in public expenditure there is a new political logic. The announcement of 2014 will certainly become 2014 or earlier as the casualties mount ever higher. Once it is public knowledge that in 2014 every British soldiers will be home every subsequent death of a member of the British armed services will be painted as a pointless sacrifice. The rule for all occupying forces is the same. Once the natives know your going Go Quickly.

I have a zero sympathy for Russia’s PM. He and his government have let the U.S cause unspeakable social and political havoc in Afghanistan and soon Russia will have to deal with Afghanistan more desperate, more radicalized and more dangerous next door. The Russians are making the same mistake in Somalia, in Palestine and Iran. The Russia's political leadership and its able PM have displayed very little global leadership. Instead, Russia’s primary effort has been focused on regional consolidation- only regional stability can fall apart if there is no broader global leadership and foresight.
